1) The Serizawa scale (the scale used to calculate the category) measures water displacement, toxicity, and ambient radiation to determine the category. Size is not "the" determining factor. The abilities of the Kaiju do not have an impact on its category.

Aside from the fact that there isn't anything past category 5 and the Serizawa scale doesn't use roman numerals, yeah I suppose you're right.
Based on size? The biggest version, Shin Godzilla, would only be category 4 based on size. Based on power? Depends on the Godzilla. Weakest, 1954, would be weaker than a category 1. The game version, well he can blow up the Earth 6200 times over in one breath. The only film or movie Godzilla more powerful than a category 5 would be Burning Godzilla, and only because of meltdown.

Shin Godzilla and Legendary Godzilla would be Category 5 over 4 due to their extreme age and power.
